Abstract

Infrastructure i(toll roads) is intensively built to support economic growth and equity. Study aims to examine market structure, behavior, performance (Structure, Conduct, Performance) of toll road operators through Concentration Ratio, Hirschman–Herfindahl Index, Market Share analysis, Behavioral Analysis (product strategies, prices, promotions), profitability, and Return on Assets. The research results show that market structure of toll road management industry for the 2020-2021 period is an effective monopoly (4 companies control more than 90% market share, with 1 company being very dominant). However, market share control is inversely proportional to performance. Therefore, government must carry out intensive supervision of toll road operators, especially in meeting service standards, so as not to harm other industry players, government, community, and provide support for toll road operators in order to increase operational efficiency and utilization of their assets.
